How are motions submitted for inclusion in the Annual Conference Agenda?

Business for Annual Conference may be submitted by any Branch, Advisory Committee, Executive Council or Board.
All business must be submitted by completing the Online Motion Submission Form by: 5pm, Friday 4 May 2018

Procedure for Submission of Motions for the Annual Conference Agenda

Motions will be debated in each section of the Conference subject to:

(1)   A desire to make sure that the issues debated are the priority ones that Members feel are important, relevant and that can be progressed by the Association. 
(2)   A need to ensure that issues are debated as general principles, rather than in fine detail.
(3)   A need to avoid Motions being debated that are simply a re-statement of existing Association policies.
(4)   A need to ensure that Motions deal with issues that are specific to agriculture and are realistic in terms of achievement.
(5)   A preference to have Motions dealt with by Delegates to the Annual Conference rather than being carried over to the Executive Council meeting held on the Thursday of the Conference week. 

Branches must be aware of the following points when submitting Motions for possible inclusion in the Annual Conference agenda:

(1)   Motions should, wherever possible, deal with general principles rather than fine detail.
For example, a resolution seeking 'that the Association pursue $12.60 compensation for every lamb killed by dingoes coming out of a national park’ may be too specific, while a general resolution seeking 'that full compensation for stock losses arising as a result of attacks by dingoes coming out of national parks’ is more realistic and deals with a principle that, if adopted, the Association would be able to pursue and lobby on behalf of the Members of the Association. 

(2)   Motions should not simply restate existing policy.

For example, the Association has standing policy opposing any further mergers between major Australian Trading Banks. A motion proposing to simply re-state that policy would be less likely to get onto the Agenda than a resolution adding additional aspects to that policy. 

(3)   Motions need to be generally relevant to agriculture and achievable within a reasonable timeframe.
For example, a Motion seeking 'that all landowners be exempt from Commonwealth income tax’ is not specific to agriculture and is not a policy that will realistically be achieved. Such a motion is less likely to be accepted onto the Agenda.

(4)   To the greatest degree possible, Motions should deal with state-wide or national issues affecting agriculture, rather than local issues.
For example, a motion seeking 'that the Gosford Council be required to control blackberries in the Terrigal nature reserve’ deals with local issues that can be addressed in the first instance by the relevant NSW Farmers’ Association Branch. 

(5)   Motions need to be able to stand alone as a statement and be understandable to other Members and the general public.
For example, a motion seeking 'that we oppose any use of the Gelatin-gel test’ doesn’t make much sense to most people, however a motion seeking 'that the Association oppose the use of the Gelatin-Gel test for diagnosing footrot in sheep’ is more readily understood.

When drafting Motions to send to the Association for inclusion in the Annual Conference Agenda the following rules apply:

(1) Motions should be constructed as a statement of industry policy. These statements will normally commence ‘That ...’ eg ‘That the threshold for foreign investment review board consideration of the purchase of agricultural land be set at $5 million cumulative’;
(2) Motions should only address a single subject;
(3) Motions should not contain argument, yet be as self-explanatory as possible; and
(4) Motions must be submitted using the Online Submission Form.

Once the Motions have been received by the Association, the Chief Executive Officer and the Policy Directors may contact the nominated person to discuss the Motion received in relation to the matters raised above or as to its content and expression. This will extend to those Motions that may not be accepted for debate at the Association's Annual Conference. Any such discussion will thereafter be confirmed in writing.
